What is this public policy?

Effective May 6, 2021, Immigration, Refugees and Citizenship Canada (IRCC) will begin accepting applications under the following 3 streams:

  • 20,000 applications for temporary workers in health care
  • 30,000 applications for temporary workers in other selected essential occupations
  • 40,000 applications for international students who graduated from a Canadian institution

The streams will remain open until November 5, 2021, or until they have reached their limit. Up to 90,000 new permanent residents will be admitted under these 3 streams.

WHAT DO YOU NEED TO KNOW?

The “processing tool” will go live Thurs May 6 at noon eastern.

– Minister making an announcement tomorrow of the “new pathways” at noon May 5, and guide will be released. Guide will give clear instructions on what is accepted/not accepted.

– New IMM8 and new schedule for streams will be made available same time as the guide.

– Broadband has been expanded anticipating up to 500 clicks per second.

– Seek tool/or goal wizard will be available for clients to determine if eligible. Once through the goal wizard, URL becomes available for the “tool” This can be booked marked.

– URL will be made available in advance for reps so that reps don’t have to go through the goal wizard.

– Those unrepresented are encouraged to use the goal wizard to ensure they are eligible.

– This is how the process will work – Goal wizard, URL, create an account using an email address, verification code sent to that email address, email then verified, account then opened, begin answering questions, slots generated based on questions /stream, upload documents per slot, if a slot created for something not relevant, load up a piece of paper and state not relevant (like as done with express entry ITA, once upload done, then an attestation page appears. CLIENT MUST BE THE ONE TO REVIEW and CLICK they have knowledge of all items uploaded and understanding of the process. Their clicking “YES” is an acknowledgement – big verbiage about misrep in the terms and conditions. After click YES, then a big blue SUBMIT button. They PRESS submit.

– All eligibility documents are mandatory.

– If in Canada it is expected that police checks, and medicals are done and are uploaded. Can submit past proof of medicals within last 5 years. They will reassess meds and determine if a new one needs doing. If medical outside of Canada, submit proof of date scheduled.

– Language results are a mandatory and no “proof of date later.”

– Fees that have been paid already are okay and receipt uploaded prior to the submit button.

– There is a running counter for the cap, based on number of times the Submit button is “hit”

– Use of rep form needs a “wet” signature – must be formally signed. The completion of the attestation page by the client is considered signing of all the forms.

– If assisting your clients with upload of documents, or arranging in their portal sure they are the ones “who still hit” submit and they understand and know what is going on in their portal.

– Once a UCI number is generated, you can link the clients account to your AR portal. IRCC not able to indicate how long it will take to get a UCI.

– When the SUBMIT button is hit, an acceptance email will go to client’s email address to confirm received.

– Each stream has its own checklist, but its dynamic based on information submitted (slots added)

– Police clearances while mandatory, not required at first submission (check guide to confirm that)

– Recap – tomorrow forms available, new drop down for IMM8, guide available and shows what is acceptable.

– Accessibility – an email will be available for 14 days for these who may need another subway to submit.
